Impacts of the National Defense Strategy for the Industry of the sector

Abstract

The article discusses the consequences of the National Strategy of Defense (END) to the policies developed to promote the Brazilian defense industry, 15 years after the publication of its first version. The hypothesis is that the END promoted important advances, but there remain limitations that are more relevant than these progresses. Several improvements proposed in the document have not been fulfilled yet. The analysis will start from the advances achieved by the document and then we will look into the structural limitations that,
since they were not addressed, minimize the relevance of such advances. In the conclusion, we will address the necessity to promote structural changes in the Brazilian defense apparatus, especially because the current conditions limit the positive effects of END. We will also suggest a reinterpretation of
END’s role in the debate about defense in Brazil.
